The Supreme Court held that federal courts may not create new causes of action under the Alien Tort Statute (ATS) for violations of international law norms, and that the Torture Victim Protection Act (TVPA) does not authorize aiding-and-abetting liability. The ruling effectively forecloses ATS-based human rights suits against U.S. technology companies (including for alleged complicity in foreign surveillance or repression), shifting any such accountability toward legislative action or foreign fora.
