Federal Acquisition Regulation Overhaul (EO 14275)
Current understanding
The FAR Council is undertaking a twelve-rule effort to streamline the Federal Acquisition Regulation pursuant to Executive Order 14275, which directs elimination of excessive acquisition regulations across the federal procurement system. Proposed rules include structural overhauls of FAR Part 3 (Improper Business Practices and Personal Conflicts of Interest) and FAR Part 49 (Termination of Contracts). Status: proposed rules under the multi-part rulemaking are being issued sequentially; final rule dates and full scope of retained versus deleted provisions are not yet established.
Evidence log
- 2026-02-24 — Skills-Based Federal Contracting Act of 2025: cross-connection with skills-based-federal-contracting-act: Both target federal acquisition policy reform; a skills-based mandate on solicitations would intersect with the broader FAR rewrite effort. (novelty: 3)
- 2026-07-08 — Conformance of Cost Accounting Standards to Generally Accepted Accounting Principles for Cost Accounting Standards 404, 408, 409, and 411: OMB’s Cost Accounting Standards Board finalized a separate GAAP-conformance rule rescinding CAS 408 and 411 and most of CAS 404 and 409, illustrating parallel cost-accounting regulatory streamlining occurring outside the FAR Council’s EO 14275 effort. (novelty: 2)
- 2026-05-07 — Defense Federal Acquisition Regulation Supplement: Mitigating Risks Related to Foreign Ownership, Control, or Influence (DFARS Case 2021-D011): DFARS Case 2021-D011 (FOCI mitigation proposed rule) proceeds on the DFARS track independent of the FAR Council’s EO 14275 streamlining effort, illustrating that DoD-specific acquisition rulemaking implementing NDAA statutes continues in parallel with the broader FAR overhaul. (novelty: 2)
- 2026-06-17 — General Services Acquisition Regulation; Acquisition of Information and Communication Technology; Notice of Listening Sessions and Request for Comments: GSA’s separate GSAR listening sessions on an LLM data-safeguarding clause proceed alongside the FAR Council’s EO 14275 streamlining effort, illustrating parallel acquisition-regulation activity outside the FAR overhaul itself. (novelty: 3)
- 2026-06-23 — Federal Acquisition Regulation: Revolutionary Federal Acquisition Regulation Overhaul Parts 5, 24, and 29: FAR Council proposed additional rules amending FAR Parts 5 (Publicizing Contract Actions), 24 (Protection of Privacy and Freedom of Information), 29 (Taxes), and conforming Part 52 clauses, extending the EO 14275 streamlining effort beyond Parts 3 and 49. (novelty: 2)
