Why this matters

Michigan ended its film production tax credit program years ago after debate over its cost-effectiveness; restoring it would re-engage the state in competing with other states for film and television production spending. For taxpayers this reintroduces a business tax expenditure whose scale depends on companion legislation (HB 5991), and for the film/production workforce and vendors it could revive an incentive-driven industry segment.
