Proposed State Authorities Act (Grant Funds & Revenue Bonds)
Current understanding
Michigan’s 1978 PA 639 (MCL 120.102 et seq.) governs how proposed state authorities may operate, including their use of grant funds and issuance of revenue bonds. SB0052 (passed one chamber) amends the title and secs. 2, 8, 9, 10, 13, 14, 14a, 16, 18, 20, 23, 24, and 25, and adds a new sec. 19a, modifying the framework under which such authorities receive grants and issue revenue bonds. The specific policy changes to authority powers and bond issuance have not been detailed here yet.
