School Aid Budget July 1 Deadline Constitutional Amendment
Current understanding
A proposed joint resolution would amend the Michigan Constitution (secs. 12, 26 & 31 of Art. IV; sec. 11 of Art. IX; and adds sec. 55 to Art. IV) to impose transparency requirements and penalties on the legislature if it fails to present school aid appropriation bills by July 1. The aim is to ensure districts have funding certainty before the fiscal/school year planning cycle. As a constitutional amendment, it would require voter ratification after legislative passage.
