Why this matters
Section 36(b)(5)© enhancement notifications are the statutory mechanism by which DoD adds major defense equipment to an already-notified FMS case without a wholly new certification, letting the underlying $6.75B munitions package to Israel grow in scope while remaining under the same congressional review track.
