Why this matters

The Philippines is a US treaty ally and central node in Indo-Pacific posture vis-à-vis China; FMF-funded rotary training assets signal continued US investment in AFP capacity-building. The modest dollar value and training-focused package situate this as sustainment of the alliance rather than a major capability transfer.
