SUPPLEMENTARY INFORMATION: This 36(b) arms sales notification is
published to fulfill the requirements of section 155 of Public Law 104-
164 dated July 21, 1996. The following is a copy of the attached

(iii) Description: On April 26, 2023, Congress was notified by
congressional certification transmittal number 23-34 of the possible
sale, under Section 36(b)(1) of the Arms Export Control Act of
continued sustainment and associated services for four (4) C-130J
aircraft beyond Block 6 through 2028. Included were Joint Mission
Planning Systems; aircraft components, spare parts, consumables, and
accessories; repair and return support; aircraft support and support
equipment; unclassified publications and technical documentation;
software delivery and support; unclassified Computer Program
Identification Number systems; telecommunications support; minor
modifications, maintenance, and maintenance support; U.S. Government
and contractor engineering, technical, and logistics support services;
and other related elements of program and logistical support. The
estimated total value was $166 million. There was no major defense
equipment (MDE) associated with this sale.
This transmittal notifies the inclusion of the following non-MDE
items: avionics software support; maps, charts, and software; and other
related elements of logistics and program support. The estimated total
value of the new items is $344 million. The estimated non-MDE value
will increase by $344 million to a revised $510 million. The estimated
total case value will increase by $344 million to a revised $510
million. There is no MDE associated with this sale
Why this matters
Enhancements to existing FMS sustainment cases show how the US supports allied airlift readiness incrementally rather than through new headline sales. Tracking Norway’s C-130J case value alongside other European sustainment packages helps map the cumulative footprint of US logistics support to NATO members.
