Abstract

(Rule · Environmental Protection Agency) The Environmental Protection Agency (EPA) is taking final action to approve revisions to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD), Ventura County Air Pollution Control District (VCAPCD), and South Coast Air Quality Management District (SCAQMD) portions of the California State Implementation Plan (SIP). These revisions concern emissions of volatile organic compounds (VOCs) from crude oil and natural gas production facilities. We are approving local rules that regulate these emission sources under the Clean Air Act (CAA or “Act”).

Why this matters

VOC emissions from oil and gas production contribute to ground-level ozone formation, a key air quality concern in California’s most polluted air basins. EPA approval of these SIP revisions makes the district rules federally enforceable, tightening the compliance regime for upstream oil and gas operators in the San Joaquin Valley, Ventura County, and South Coast.
