Abstract

(Proposed Rule · Housing and Urban Development Department) This proposed rule would amend the definition of “manufactured home” in HUD’s Manufactured Home Construction and Safety Standards (MHCSS), Model Manufactured Home Installation Standards (MMHIS), and Manufactured Home Installation Program (MHIP) to provide that a transportable section of a manufactured home serving as part of an upper floor of a manufactured home would not need to be transported or built on a permanent chassis.

Why this matters

The HUD-code definition of ‘manufactured home’ governs what units can be built to the federal preemptive standard rather than more expensive state/local site-built codes, so loosening the chassis requirement on upper floors opens a path to multi-story factory-built housing. For builders this expands product design; for buyers and renters it could lower per-unit costs and expand supply; and because HUD-code status is the gating criterion for Enterprise manufactured housing financing, the change also interacts with FHFA’s Duty to Serve framework.
