Why this matters
EO 13902 lets Treasury designate whole sectors of Iran’s economy as sanctionable, exposing non-U.S. importers, exporters, and financial counterparties to secondary sanctions risk once a sector is named. Formal Federal Register publication of a sector determination locks in the legal notice date and puts global traders on record notice, even when the underlying determination was already posted on OFAC’s website.
