Finalized regulation — legally enforceable once its effective date arrives.

Fisheries of the Northeastern United States; Monkfish; Framework Adjustment 17

Key claim: Federal fisheries managers are setting monkfish catch limits for 2026 and projecting them through 2028, while simplifying overage penalties and adding default specs so the Northeast monkfish fishery can keep operating without overfishing.

Abstract

(Rule · Commerce Department, National Oceanic and Atmospheric Administration) Through this action, NMFS is implementing specifications and management measures in Framework Adjustment 17 to the Monkfish Fishery Management Plan (FMP). This action sets monkfish specifications for fishing year 2026, projects specifications for fishing years 2027 and 2028, streamlines the Annual Catch Limit (ACL) Overage Accountability Measure (AM) trigger, and adds default specifications for the monkfish fishery. This action is necessary to respond to updated scientific information and achieve the goals and objectives of the FMP. These measures are intended to help prevent overfishing and ensure that management measures are based on the best scientific information available.

Why this matters

Monkfish is one of the highest-value finfish landings in the Northeast, so multi-year catch limits and default specifications directly shape vessel revenue, port activity, and the retail price of monkfish tails and livers. Simplified overage accountability measures reduce regulatory uncertainty for permit holders while preserving the statutory guardrail against overfishing, illustrating the routine machinery by which NOAA balances fishery access with stock sustainability.
