Walnuts Grown in California; Changes to Administrative Requirements
Key claim: California walnut handlers must follow a set assessment-payment schedule, can be charged interest and late fees on overdue assessments, and face modified rules for reporting walnut acquisitions.
Abstract
(Rule · Agriculture Department, Agricultural Marketing Service) This final rule implements a recommendation from the California Walnut Board (Board) to make changes to the administrative requirements prescribed under the Federal marketing order for walnuts grown in California (Order). This final rule provides a schedule for required handler assessment payments, establishes interest and late payment charges on overdue assessments owed, and modifies the existing reporting requirements for handler acquisitions of walnuts.
Why this matters
Marketing order assessments fund industry-wide activities like research and promotion, so tightening payment timing and adding interest/late fees shifts cash-flow discipline onto California walnut handlers and, indirectly, growers who receive net returns after assessments. Updated acquisition reporting also improves AMS visibility into supply, which can affect how the order calibrates future assessment rates. Consumer price impacts are expected to be minimal given the routine administrative nature of the changes.
