Key claim: NMFS implements Framework Adjustment 72 to the Northeast Multispecies FMP, establishing status determination criteria for Georges Bank yellowtail flounder, setting groundfish catch limits, and revising the process for recreational measures for Atlantic cod and haddock.

Abstract

(Rule · Commerce Department, National Oceanic and Atmospheric Administration) NMFS issues this interim final rule to implement Framework Adjustment 72 (Framework 72) to the Northeast Multispecies Fishery Management Plan (FMP), specifically to implement status determination criteria for Georges Bank yellowtail flounder, set catch limits for multispecies (groundfish) stocks, and revise the process for setting recreational measures for Atlantic cod and haddock. This action is necessary to respond to updated scientific information and to achieve the goals and objectives of the FMP. The measures are intended to help prevent overfishing, rebuild overfished stocks, achieve optimum yield, and ensure that management measures are based on the best scientific information available.

Why this matters

Framework Adjustment 72 sets the operating parameters — catch limits, stock status criteria, and recreational management process — that determine how much groundfish (including cod, haddock, and yellowtail flounder) can be landed in the Northeast, directly shaping commercial fleet revenues and recreational access. Because groundfish are a small share of overall U.S. seafood supply, consumer price effects are limited, but the rule matters for regional fishing communities and for the credibility of stock-rebuilding programs. The action illustrates the routine cadence by which NMFS translates new stock assessments into binding harvest rules.
