Medicare Program; Prospective Payment System and Consolidated Billing for Skilled Nursing Facilities; Updates to the Quality Reporting Program for Federal Fiscal Year 2027
Key claim: CMS finalized FY 2027 updates to Skilled Nursing Facility Prospective Payment System rates and policies, along with changes to the SNF Quality Reporting Program and SNF Value-Based Purchasing Program.
Abstract
(Rule · Health and Human Services Department, Centers for Medicare & Medicaid Services) This final rule finalizes changes and updates to the policies and payment rates used under the Skilled Nursing Facility (SNF) Prospective Payment System (PPS) for fiscal year (FY) 2027. This final rule also updates the requirements for the SNF Quality Reporting Program and the SNF Value-Based Purchasing Program.
Why this matters
The SNF PPS annual rulemaking sets what Medicare pays skilled nursing facilities and what quality and value-based metrics they must meet, indirectly shaping post-acute access for beneficiaries. As a final rule, the FY 2027 update takes effect on schedule and locks in rate and program parameters that SNFs, Medicare Advantage plans contracting with them, and discharge planners must operate under.
