Veterans’ Transition to Trucking Act of 2025

Key claim: The Veterans’ Transition to Trucking Act of 2025 would let the VA act as a state approving agency so multi-state apprenticeship programs (including trucking) can be approved for VA educational assistance benefits.

Abstract

(S1537 · 119th Congress) Veterans’ Transition to Trucking Act of 2025 This bill authorizes the Department of Veterans Affairs (VA) to act as a state approving agency to approve multi-state apprenticeship programs (i.e., non-federal apprenticeship programs operating in more than one state) for purposes of VA educational assistance benefits. (State approving agencies are designated by states to provide, among other duties, approval of courses of education for purposes of VA education benefits.) Latest action (2025-04-30): Read twice and referred to the Committee on Veterans’ Affairs.

Why this matters

Driver supply and training pipelines are a recurring safety and labor concern in trucking; letting the VA approve multi-state apprenticeships centrally would remove a per-state administrative bottleneck that currently limits veterans’ use of GI Bill benefits for large trucking apprenticeship programs. The practical effect is faster veteran on-ramps to CDL careers, though standards for what qualifies as an approved apprenticeship remain governed by existing federal frameworks.
