IMPACT to Save Moms Act

Key claim: The IMPACT to Save Moms Act would require CMS to establish a Perinatal Care Alternative Payment Model Demonstration Project through FY2031 so states can test maternity and postpartum care payment models under Medicaid and CHIP.

Abstract

(HR8907 · 119th Congress) Innovative Maternal Payment and Coverage To Save Moms Act or the IMPACT to Save Moms Act This bill requires the Centers for Medicare & Medicaid Services to establish the Perinatal Care Alternative Payment Model Demonstration Project through FY2031 to allow states to test payment models for maternity care, including postpartum care, under Medicaid and the Children’s Health Insurance Program (CHIP). Latest action (2026-05-19): Referred to the House Committee on Energy and Commerce.

Why this matters

Maternal mortality and postpartum coverage are active federal policy targets, and Medicaid finances roughly four in ten U.S. births, so payment-model design directly shapes what perinatal services states can sustain. A CMS demonstration through FY2031 would give states a defined runway to test bundled or value-based maternity payments without permanent statutory change, potentially altering how providers are reimbursed for pregnancy and postpartum care.
