REMOVE Act

Key claim: The REMOVE Act would require DOJ to complete immigration-court removal proceedings within 15 days of commencement and to start proceedings as promptly as possible after ICE files a served notice to appear.

Abstract

(HR4711 · 119th Congress) Rapid Expulsion of Migrant Offenders who Violate and Evade Act or the REMOVE Act This bill requires the Department of Justice (DOJ) to complete removal proceedings in immigration court not later than 15 days after commencement. Further, after U.S. Immigration and Customs Enforcement files with an immigration court a notice to appear that has been served to an individual, DOJ must commence removal proceedings as promptly as possible. Latest action (2025-11-20): Ordered to be Reported (Amended) by the Yeas and Nays: 14 - 9.

Why this matters

Compressing immigration-court removal proceedings to a 15-day window would significantly shorten the time respondents have to obtain counsel, gather evidence, and pursue relief such as asylum, cancellation of removal, or adjustment. The practical effect on affected populations depends on implementation feasibility given current EOIR backlogs and could increase in-absentia orders and appeals litigation.
