Countering China’s Control of the Caucasus Act

Key claim: HR7668 requires the State Department to submit a classified report on Russian and Chinese influence and intelligence activity in Georgia plus a strategy and resource assessment for enhancing U.S.–Georgia bilateral ties.

Abstract

(HR7668 · 119th Congress) Countering China’s Control of the Caucasus Act This bill requires the Department of State to submit a classified report to Congress that examines Russian and Chinese influence and intelligence activity in the country of Georgia. The State Department must also submit a strategy for enhancing bilateral ties with Georgia, a determination of the resources needed to enhance such ties, and whether the United States should continue to invest in its partnership with Georgia and in Georgian projects. Latest action (2026-06-09): Received in the Senate and Read twice and referred to the Committee on Foreign Relations.

Why this matters

The bill signals congressional interest in shaping the U.S. posture toward Georgia as a hedge against Russian and Chinese economic and intelligence influence in the South Caucasus, a corridor relevant to Eurasian trade routes and critical mineral transit. While the measure itself is a reporting and strategy directive rather than a tariff or export-control action, it lays groundwork for future bilateral trade, investment, and security cooperation instruments.
