Hospital Inpatient Services Modernization Act

Key claim: The Hospital Inpatient Services Modernization Act (HR4313) extends Medicare’s Acute Hospital Care at Home Program through FY2030 and requires CMS to study quality of care, costs, services, and patient demographics versus traditional inpatient settings.

Abstract

(HR4313 · 119th Congress) Hospital Inpatient Services Modernization Act This bill extends the Acute Hospital Care at Home Program under Medicare and requires an additional study regarding the program. The program allows hospitals to treat certain patients from emergency departments or inpatient hospital beds at home. Specifically, the bill extends the program through FY2030 and requires the Centers for Medicare & Medicaid Services to conduct a study of the program with respect to several metrics, including the quality of care, incurred costs, types of services, and demographics of patients under the program compared to inpatient settings. Latest action (2025-12-02): Received in the Senate and Read twice and referred to the Committee on Finance.

Why this matters

The Acute Hospital Care at Home Program lets Medicare-participating hospitals deliver inpatient-level services in patients’ homes under a waiver that would otherwise lapse; extending it through FY2030 preserves this care-delivery option for beneficiaries and the roughly 400 hospitals enrolled. The mandated CMS study could shape whether hospital-at-home becomes a permanent Medicare benefit and how it is paid for.
