Enhancing Stakeholder Support and Outreach for Preparedness Grants Act

Key claim: HR4058 requires FEMA to provide ongoing outreach and technical assistance to stakeholders for the State Homeland Security Grant Program and Urban Area Security Initiative, conduct annual surveys, incorporate feedback, and report to Congress with GAO on implementation.

Abstract

(HR4058 · 119th Congress) Enhancing Stakeholder Support and Outreach for Preparedness Grants Act This bill requires the Federal Emergency Management Agency (FEMA) to provide outreach and support to stakeholders regarding grants for protecting communities from terrorist attacks. Specifically, FEMA must provide ongoing outreach and technical assistance to public entities and other stakeholders before, during, and after awarding grants under the State Homeland Security Grant Program and the Urban Area Security Initiative. FEMA must conduct annual surveys of public entities regarding the grants and provide information on stakeholder feedback and how it was incorporated into these programs. The Government Accountability Office and FEMA must report to Congress on FEMA’s implementation of the bill. Latest action (2025-11-20): Received in the Senate and Read twice and referred to the Committee on Homeland Security and Governmental Affairs.

Why this matters

The bill imposes a process mandate on FEMA to institutionalize stakeholder engagement for two of the largest homeland security grant programs, potentially improving grant accessibility for state and local applicants without changing funding levels. Its practical impact depends on whether annual surveys and GAO co-reporting actually shift FEMA’s administrative practices, and it adds a recurring compliance and reporting workload to the agency.
