Personnel Management in Agencies: Strategic Human Capital Management
Key claim: OPM proposes replacing Human Capital Operating Plans and HRStat reviews with Annual Staffing Plans and Quarterly Staffing Plan Performance Reviews, while strengthening CHCO oversight authority and reducing required employee survey questions.
Abstract
(Proposed Rule · Personnel Management Office) The Office of Personnel Management (OPM) proposes amending 5 CFR part 250 by replacing Human Capital Operating Plans (HCOPs) with Annual Staffing Plans (ASPs), Human Capital Reviews (HCRs) with Annual Staffing Reviews (ASRs), and the HRStat quarterly review process with Quarterly Staffing Plan Performance Reviews. The proposed changes also strengthen the role of the agency Chief Human Capital Officer (CHCO) by requiring the CHCO to have appropriate visibility, control and oversight of human capital functions within the agency. The proposed rule would modify, and reduce in number, the required survey questions for annual employee surveys.
Why this matters
For federal employees, the shift from HCOPs and HRStat to Annual Staffing Plans and Quarterly Performance Reviews changes how agencies plan and report on workforce composition, and a shorter mandatory survey may narrow the channels for employee feedback. For agencies, stronger CHCO authority centralizes human capital decision-making and alters internal accountability lines. The change is primarily administrative but signals a broader OPM push to tighten centralized control over federal workforce planning.
