Direct Multifamily Housing Subsequent Loans for Acquisition

Key claim: USDA’s Rural Housing Service proposes to amend Direct Multifamily Housing loan regulations to allow subsequent loans to finance property acquisition in preservation transactions, reducing administrative burden.

Abstract

(Proposed Rule · Agriculture Department, Rural Housing Service) The Rural Housing Service (RHS or the Agency), a Rural Development agency of the United States Department of Agriculture (USDA), proposes to amend the current regulation for the Direct Multifamily Housing (MFH) Loan and Grant Programs. The intent of this proposed rule is to include acquisition as an applicable form of assistance for direct MFH subsequent loans. This regulatory change would allow owners of MFH initially financed by the Agency to apply for Agency funds to help finance acquisition in preservation transactions, thereby reducing administrative and regulatory burden for both industry partners and the Agency.

Why this matters

The Direct Multifamily Housing program is a key federal tool for preserving affordable rental housing in rural communities where private financing is scarce. Allowing subsequent loans to fund acquisition in preservation transactions could streamline deals that keep aging properties in the affordable stock, affecting rural tenants’ housing costs and the workload of nonprofit and mission-driven owners. The change is administrative rather than a new subsidy, so its impact hinges on how often preservation deals actually use the streamlined pathway.
