Why this matters

The bill is a small but concrete signal that federal credit programs are being updated to treat AI and cloud services as ordinary business inputs eligible for capital financing, rather than as specialized or risky purchases. For AI and SaaS vendors, it broadens the pool of small business customers with subsidized purchasing power; for policymakers, it reflects a mainstreaming of AI tools into general commercial infrastructure policy.
