Dossier Legislative introduced 04-feb-2026
Bill introduced in Congress — not yet passed by either chamber, and not law.

To amend the Help America Vote Act of 2002 to prohibit the use of Federal funds for election administration in States that permit ballot harvesting.

Key claim: HR7356 would condition federal election administration funding on states prohibiting ballot harvesting (the knowing collection and transmission of another person’s mailed ballot).

Abstract

(HR7356 · 119th Congress) No Federal Funds for Ballot Harvesting Act This bill requires each state, in order to receive federal funds for election administration, to prohibit the knowing collection and transmission of a ballot in a federal election that was mailed to another person (commonly referred to as ballot harvesting), with exceptions. Latest action (2026-02-04): Referred to the House Committee on House Administration.

Why this matters

Ballot harvesting rules directly affect how voters — especially those with disabilities, elderly voters, and voters in rural or tribal areas without reliable mail service — return completed ballots. Conditioning federal HAVA funds on state prohibitions is a novel enforcement mechanism that would pressure permissive states to change their laws without a direct federal ban, making this a significant procedural escalation in the ongoing debate over mail-ballot integrity versus access.
