PFC Joseph P. Dwyer Peer Support Program Act

Key claim: The bill would require the VA to establish a grant program funding peer-to-peer mental health support for veterans through nonprofits, veteran service organizations, and state/local/tribal agencies.

Abstract

(HR438 · 119th Congress) PFC Joseph P. Dwyer Peer Support Program Act This bill requires the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Peer Support Program to make grants to eligible entities for peer-to-peer mental health programs for veterans. Eligible entities include (1) a nonprofit organization that has historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards. Latest action (2025-02-20): Referred to the Subcommittee on Health.

Why this matters

Peer support grants would expand the set of non-clinical, community-delivered mental health resources available to veterans, potentially reaching veterans who do not engage with formal VA clinical services. For providers and VSOs, the grant program creates a new federal funding stream; for veterans, it could change what mental health support is accessible outside the VA facility system.
