Removing Youth Handgun Safety Act Notice

Key claim: ATF proposes to eliminate the requirement that federal firearms licensees post signs and provide written notice about the Youth Handgun Safety Act to handgun purchasers.

Abstract

(Proposed Rule · Justice Department, Alcohol, Tobacco, Firearms, and Explosives Bureau) The Bureau of Alcohol, Tobacco, Firearms, and Explosives (“ATF”) proposes to remove Department of Justice (“Department”) regulations regarding the Youth Handgun Safety Act. If finalized, this rule would remove the requirement that federal firearms licensees who deliver handguns to non-licensees post signs and provide written notice regarding the Act’s provisions to each handgun purchaser.

Why this matters

Point-of-sale disclosures at federal firearms licensees are one of the few standardized touchpoints where handgun purchasers encounter federal restrictions on juvenile access. Removing the required signage and written notice shifts the informational burden away from dealers without changing the underlying statutory prohibitions, which affects how consistently buyers — and by extension the youth in their households — are made aware of the rules.
