ROTOR Act (Rotorcraft Operational Transparency and Oversight Reform)

Current understanding

The ROTOR Act is introduced legislation that would expand ADS-B In equipment mandates to most aircraft, narrow the sensitive-government-mission exemption from ADS-B Out requirements, and repeal a 2025 exemption that allowed certain military helicopter operations in the DC-area airspace without full ADS-B compliance. It also creates new FAA-military coordination and oversight structures — including a GAO review, OIG audits, and an FAA coordination office — aimed at improving rotorcraft and mixed civil/military airspace safety. Status: introduced; no enactment yet.

Evidence log

  • 2026-04-15 — ALERT Act: cross-connection with ads-b-aircraft-tracking: Both bills respond to DCA-area helicopter/airliner conflicts by pushing military rotorcraft transparency (ADS-B Out) and tighter FAA oversight of helicopter routes. (novelty: 3)
  • 2025-11-21 — ROTOR Act: cross-connection with ads-b-aircraft-tracking-oversight: The ADS-B In/Out mandate and exception-audit provisions tracked on this page are the operative aviation-safety mechanisms of the broader ROTOR Act. (novelty: 3)
  • 2026-02-24 — ROTOR Act: cross-connection with helicopter-fly-by-wire-special-conditions: Both address rotorcraft safety oversight — the ROTOR Act through legislative mandates on surveillance and coordination, and the Skyryse R66 special conditions through certification of novel helicopter avionics. (novelty: 3)
