IMPACT Act 2.0 (HR2122) — Low-Emissions Highway Materials

Current understanding

HR2122 (IMPACT Act 2.0, 119th Congress) would direct FHWA to reimburse states for the incremental cost of low-emissions cement, concrete, and asphalt used in highway projects, and would authorize advance purchase commitments for superior-performance or greener construction materials under the Surface Transportation Block Grant (STBG) program.
