FRA Certification of Signal Employees

Current understanding

The Federal Railroad Administration finalized a rule in May 2024 establishing certification requirements for railroad signal employees. In response to petitions for reconsideration, FRA has issued a proposed rule to rescind that final rule, which would revert the regulatory baseline to pre-2024 conditions for signal employee qualification.
