DOT Workplace Drug and Alcohol Testing Procedures

Current understanding

DOT’s 49 CFR Part 40 procedures govern drug and alcohol testing across transportation modes (FMCSA, FAA, FRA, FTA, PHMSA, USCG). A final rule revises the procedures to require directly observed urine collection when oral fluid testing is unavailable, and updates terminology to align with Executive Order 14168. The change preserves testing continuity when a mode has authorized oral fluid but a collector or laboratory cannot perform it.
