Airline Refund Requirements for Renumbered Flights
Current understanding
DOT’s 2024 airline refund rule requires automatic cash refunds for significantly changed or cancelled flights, but the definition of ‘cancellation’ relative to flight renumbering has been contested. DOT has maintained enforcement discretion not to pursue refund actions against carriers for flights that are renumbered but operate without significant change or delay, pending completion of a rulemaking to clarify the cancellation definition.
