United States-Israel Defense Partnership Act of 2025

The United States-Israel Defense Partnership Act of 2025 directs DOD to establish joint counter-unmanned systems programs, stand up a Defense Innovation Unit office in Israel, and pursue Israel’s inclusion in the National Technology and Industrial Base (NTIB) — a trade/industrial-base status that would ease cross-border defense procurement and technology sharing. It also authorizes joint AI/robotics RDT&E and extends anti-tunnel/counter-UAS RDT&E and War Reserves Stockpile Allies-Israel (WRSA-I) transfer authorities through 2028–2029. Effects on defense exporters (expanded cooperative programs and stockpile transfer pathways) and importers of defense articles between the two countries would flow chiefly from NTIB inclusion if enacted; consumer-price effects are not applicable.
