CANADA Act (Small Business Exemption from Canada Tariffs)
Current understanding
The CANADA Act is a legislative proposal that would exempt goods imported by or for small business concerns from the 25% tariffs on most Canadian imports imposed under Executive Order 14193 (the February 1, 2025 IEEPA national emergency). Framed as a targeted carve-out rather than a repeal, it would leave the underlying Canada tariff regime intact for larger importers while reducing landed cost pressure on small-business importers and downstream consumers of Canadian-sourced inputs.
