High-Cost Universal Service Program / Connect America Fund

Current understanding

The FCC’s High-Cost program (including the Connect America Fund) subsidizes voice and broadband deployment in areas where the cost of service would otherwise be prohibitive, funded through the Universal Service Fund. The FCC has opened a rulemaking to modernize the program for an all-IP environment, aligning support with broadband-capable networks and, per the notice, anticipated AI infrastructure demand.
