Current understanding
The PILLAR Act would reauthorize and expand the State and Local Cybersecurity Grant Program (SLCGP) through FY2035, extending eligible systems to operational technology and AI systems operated by state, local, and tribal governments. It restricts grant purchases to products aligned with CISA guidance, raises the federal cost share for multifactor authentication and identity-management tools, and adds a GAO review of AI adoption plus rural outreach requirements. Status: introduced legislation; not a new grant mechanism but a substantive redesign of an existing federal cybersecurity program.
