CREATE AI Act (NAIRR permanent authorization)
Current understanding
The CREATE AI Act of 2025 (HR2385) proposes to establish the National Artificial Intelligence Research Resource (NAIRR) as a permanent NSF-administered program, converting the current NAIRR pilot into statutory infrastructure that provides U.S. researchers, educators, and students with access to AI compute, curated datasets, and tools. Day-to-day operations would be carried out by a competitively selected nongovernmental entity under NSF oversight.
