Hostage & Wrongful Detainee Tax Penalty Relief

Current understanding

Proposals in the 119th Congress (e.g., HR1868, Stop Tax Penalties on American Hostages Act of 2025) would abate late-filing, late-payment, and related interest/penalties for U.S. nationals held hostage abroad or wrongfully detained, extending existing combat-zone-style tax relief concepts to this population. Under current law, hostages and wrongful detainees can accrue IRS penalties while unable to meet filing/payment obligations; the bill would shift that burden off the individual. Status: introduced.
