Emerging Innovative Border Technologies Act (HR993)
Current understanding
The Emerging Innovative Border Technologies Act (HR993) directs U.S. Customs and Border Protection and DHS Science and Technology Directorate to develop a plan and establish Innovation Teams to identify, integrate, and deploy emerging technologies — including artificial intelligence, machine learning, automation, and advanced sensors — for border security missions. The bill requires congressional reporting on adoption metrics and, notably for this area, on privacy impacts to border communities whose data may be collected by these systems. As introduced, individual data rights and constraints on collection, retention, and sharing of information gathered by deployed technologies are not fully specified and would depend on the plan and downstream CBP/DHS implementation.
