Noncustodial Parent Employment & Training Services (Title IV-D) Rescission
Current understanding
HHS/ACF has issued a proposed rule to rescind the 2024 final rule that permitted state child support (Title IV-D) agencies to use federal matching funds to provide optional employment and training services to noncustodial parents. If finalized, state child support programs would lose federal financial participation for job-readiness, skills training, and related workforce services designed to improve noncustodial parents’ ability to meet support obligations. Status: proposed rule; comment period pending.
