First Responder Secondary Fentanyl Exposure Protections

Current understanding

The Protecting First Responders from Secondary Exposure Act of 2025 would amend the DOJ’s Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) to expressly allow grant funds to be used for purchasing containment devices (e.g., sealed evidence/drug containment equipment) and for training first responders on preventing secondary exposure to fentanyl and related substances. For workers (police, EMS, fire, corrections), this expands access to federally-funded workplace safety equipment and training addressing on-scene chemical exposure hazards; for employer agencies, it broadens allowable uses of an existing grant stream without creating a new program. Status: introduced.
