Current understanding
OPM has issued a final rule revising performance management for General Schedule, Prevailing Rate, and certain other federal employees. Key changes include eliminating the prohibition on forced-distribution rating systems, removing mandatory higher-level review of Level 1 (Unacceptable) ratings, ending grievance rights over ratings of record, requiring a supervisory critical element in appraisals of supervisors, and moving appraisal system certification to a biennial cycle.
