FHLB New Business Activities Regulation Repeal
Current understanding
FHFA has proposed to repeal its New Business Activities (NBA) regulation, which currently requires Federal Home Loan Banks to notify FHFA and obtain non-objection before engaging in new business activities. Repeal would reduce a supervisory filing gate on FHLBanks, potentially speeding introduction of new products and services offered to member institutions; downstream effects on builders, buyers, and renters depend on whether FHLBanks expand advances, affordable housing program activity, or community investment offerings.
