L. 119-24) enacted: directs Interior to grant utility and transportation rights-of-way to Clark County, the City of North Las Vegas, and the Apex Industrial Park Owners Association; makes the underlying public-land withdrawal permanent; and exempts specified mineral-materials sales from statutory quantity and term limits — a site-specific enabling package for heavy industrial buildout with no direct renter or buyer effects, but expanded certainty for industrial builders and infrastructure providers at the Apex site.
