Whole Milk for Healthy Kids Act of 2025

Current understanding

P.L. 119-69 amends the National School Lunch Act to permit schools participating in the National School Lunch Program and School Breakfast Program to offer whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk, and excludes fluid-milk fat content from saturated-fat compliance calculations under USDA meal-pattern rules. The law also expands the range of nutritionally equivalent nondairy beverage substitutes schools may offer, allows parents/guardians to request milk substitutes without a medical statement, and mandates annual food-allergy training for school food-service staff. Status: enacted.
