SOAR Act of 2025 (Supplemental Oxygen Access Reform)
Current understanding
The SOAR Act of 2025 is an introduced bill that would restructure Medicare payment for home supplemental oxygen by carving oxygen and related equipment/supplies/services out of the DMEPOS Competitive Bidding Program and creating separate inflation-indexed payment rates. It would establish a new payment adjustment for respiratory therapist services, require CMS to develop an electronic prescribing template for oxygen, and codify beneficiary rights including supplier choice and clear communications about equipment and services.
