PIIA Reform Act (HR1533)
Current understanding
The Payment Integrity Information Act (PIIA) Reform Act (HR1533, introduced) would strengthen federal improper payment oversight by creating an ‘Overpayment Czar’ position within OMB, requiring agencies to affirmatively flag new high-outlay programs as susceptible to improper payments, and imposing appropriations reductions on agencies that fail to comply with PIIA/IPERA reporting and remediation requirements. Because Medicare, Medicaid, and ACA marketplace subsidies consistently account for a large share of reported federal improper payments, HHS and CMS would be among the most directly affected agencies if enacted.
