TSCA Significant New Use Rules (SNURs)
Current understanding
Under Section 5(a)(2) of the Toxic Substances Control Act, EPA issues Significant New Use Rules (SNURs) requiring manufacturers and processors to submit a Significant New Use Notice at least 90 days before manufacturing or processing designated chemical substances for a new use. SNURs are commonly paired with premanufacture notice (PMN) review outcomes and existing TSCA Section 5(e) consent orders, giving EPA an opportunity to evaluate and, if warranted, restrict new uses before market entry. Practical effects include compliance costs for notifiers, delays to commercialization, and health/environmental screening of novel exposure pathways.
