Bureau of Reclamation Urban Canal Safety & Transferred Works
Current understanding
The Bureau of Reclamation operates or oversees canals across the West, many of which have been transferred to local operators but pass through areas that have since urbanized, raising public safety concerns when aging infrastructure fails. Under the Omnibus Public Land Management Act of 2009, Reclamation has limited authority to perform extraordinary operation and maintenance on transferred works; proposals such as HR6279 (Urban Canal Modernization Act, introduced) would expand that authority to designated ‘urban canals of concern’ and set a 35% nonreimbursable federal cost share for safety-critical work. Practical effects would concentrate federal dollars on canals whose failure could threaten homes or businesses, while shifting a portion of costs off local irrigation districts.
