EPCRA Hazardous Chemical Inventory Reporting
Current understanding
Under EPCRA sections 311/312, facilities that store hazardous chemicals above threshold quantities must submit Safety Data Sheets and annual Tier I/II inventory reports to state/tribal/local emergency responders and LEPCs. EPA periodically updates reporting terminology and hazard categories to conform with OSHA’s Hazard Communication Standard (HCS), which itself aligns with the UN Globally Harmonized System (GHS). A 2025 EPA final rule conforms EPCRA reporting to OSHA’s 2012 and 2024 HCS amendments to improve consistency for facilities and first responders.
